California's Notice of Defaults go down, What does that mean for Utah?

I recently read an article on Notice of defaults declining in CA and that the shift on foreclosures may be turning. Here in Park City we tend to follow Southern CA by a year or year and 1/2 years. If so, NOW might be a great time to start considering some of the distressed properties of bank owned foreclosures and short sales.
